· France
I know the first thought that comes to one’s mind when they think of France is the Eiffel Tower or maybe the expensive perfumes, and some might even think of Cheese. Nevertheless, even if it sounds like this country is full of expensive places or perfumes, this country has one of the lowest tuition fees in the world. The average tuition cost for each year is around $3,100. And the living cost varies from city to city with an expense of around $800-$1,400. Moreover, international students can work up to 20 hours per week, with average earnings of around $12/hour. Universities like Ecole Normale Superieure and Ecole Polytechnique are usually preferred by international students. So, if you wish to study in between the luxuries and calmness, then France is definitely the place you should choose.
· Netherlands

· Estonia

But even though some facts check out, the truth is nowhere near. Japan can be affordable for both tuition and living. Average tuition for Public/National universities is around $5000-$7000 and for Private ones, it's around $12,000. And most importantly Japan is famous for its scholarships as almost every university hands out tuition reductions ranging from 30% to 100%. Some renowned and popular universities include the University of Tokyo, Kyoto University, Kyushu University, Ritsumeikan APU, Tokyo International University. And even if the living costs are higher in Tokyo, it is relatively lower in other regions of the country. In Tokyo, the average monthly cost of living is $1,500, but in a place like Kyoto, it’s $700. And most importantly, almost all the money can be earned through part-time jobs, as students can work up to 28 hours/week.
